2006 - Voters narrowly reject Proposition 107, which would have prohibited the state and local governments from offering domestic-partner benefits.
2007 - Bill Bell, director of the Department of Administration, issues a definition of "dependent" that includes domestic partners and their children.
2008 - UA President Robert Shelton writes a letter in support of partner benefits. Bell's definition takes effect in October.
2009 - Gov. Jan Brewer signs a bill redefining "dependent."
October 2010 - The new definition is scheduled to take effect, eliminating coverage for partners. The UA will start offering a separate benefits plan using no state funds.
