Minn. budget impasse leads to government shutdown

Demonstrators opposed to a state shutdown delivered signs to Sen. Amy T. Koch's office at the Capitol in St. Paul, Minn., on Thursday. Hours later, any hope of a budget deal was snuffed out. Only four other states have had shutdowns in the past decade.
