Two former Rio Nuevo board members won't have to dig into their own pockets, even if a judge rules against them in a lawsuit filed by the developer of a now-defunct downtown hotel project.

In the nine years since voters approved the Rio Nuevo Downtown redevelopment district, the city has taken in — and spent — more than $77 million in taxpayer money. None of the museums and other downtown attractions that taxpayers were promised have been built yet.
