Da'Wan Grandville Lord, 20, was arrested on a charge of suspicion of discharging a weapon within city limits for an incident that happened Jan. 26, 2013, at a Tucson apartment complex where moe than 1,000 were at a party. Police identified Lord after a video was posted online showing the shooter’s neck tattoo.
