The Pima County fairgrounds and surrounding Southeast Regional Park will not be included in the proposed incorporation of Vail.

The Board of Supervisors voted unanimously Tuesday to exclude the area from the proposed incorporation, which means the fairgrounds would not have to pay a town sales tax if Vail incorporates.

There was minimal discussion before the vote, as there was little opposition to excluding the fairgrounds.

County Administrator Chuck Huckelberry and the Southwestern Fair Commission recommended the fairgrounds not be part of the town.

The potential for the town to tax sales at the fairgrounds and park was a big risk, and the benefits of being part of the town were minimal, Fair Commission Executive Director Jon Baker said in a letter to Huckelberry last month.

The commission relies on all of the fair revenue to maintain and improve the fairgrounds, Baker said. Taxation would be a hardship, he said.

However, there is no way to know if there would be a town sales tax until Vail citizens approve incorporation and establish a town government.

The Citizens for Vail Committee will now have to start over with its petition process because the current boundary includes the fairgrounds.

Starting over will not be a problem for the committee, which wants to work cooperatively with the county, George Mower, president of the Citizens for Vail Committee, said in a previous interview.

Loan approved

The Board of Supervisors also voted to give a $900,000 no-interest loan to the Primavera Foundation for a South Tucson housing project.

The 30-year repayment plan calls for no payments for 10 years, then annual payments of $22,500. A balloon payment of $450,000 is due in the last year.

Primavera CEO Peggy Hutchison previously said her organization is raising private money through a capital campaign to repay the loan and another loan for the project.

Hutchison expects a good portion of the loan to be paid off before it's time to make the balloon payment.

The 12-apartment complex, Las Abuelitas Family Housing Project, 440 E. 26th St., will cater to low-income grandparents raising grandchildren.

The complex is scheduled to open in August.
