The Tucson man convicted in the 1984 kidnapping and killing of Vicki Lynne Hoskinson, 8, has filed a lawsuit against state prison officials over his religious freedoms.
Frank Jarvis Atwood,, 57, complains in his lawsuit that prison officials are no longer allowing him to meet with his priest two hours per week as he has done for the past 12 years. Instead, Atwood says he can only meet with his priest one hour per month and that isn’t enough time to perform the “required elements of his religion.”
Atwood was baptized into the Greek Orthodox Christian church in July 2000, Atwood states in his lawsuit against the Arizona Department of Corrections.
Vicki, a Homer Davis Elementary School student, disappeared in 1984 while mailing a letter. Her bicycle was abandoned a few blocks from her home.
Witnesses saw Atwood driving a dark-colored Datsun 280Z near the school about the time of the kidnapping and wrote down his license plate. He was arrested in Texas after experts learned pink paint on Atwood's front bumper matched that on Vicki's bike.
Vicki's skeletal remains were found at the west end of Ina Road on April 12, 1985, seven months after she disappeared.
