Border plan

Republican Sens. John McCain and Jon Kyl reintroduced their 10-point border-security plan Wednesday. The plan includes calls for 6,000 National Guard troops along the U.S.-Mexico border; 5,000 new Border Patrol agents by 2016; more funding of the Operation Streamline prosecution initiative, Operation Stonegarden, and the Southwest Border Prosecutors Initiative; and double-layered fencing at needed locations.
